Updating tomsl3 and cdtoms #131

Added a test case. Allowed to read io.StringIO Made datetime parsing errors warnings instead of print statements

flake8 has been updated to throw E275 which affects the CI status. All tests pass, but flake8 fails due to asserts in a functional form.
