Request: Cheat option. Remove 5 year time limit #218

In options, (before starting new game), push the Kohr-Ah death March out many 
years later (or remove altogether). Many users don't want to feel rushed and 
want to explore the galaxy.

Done in r1172. 

The cheat option is now in the 'advanced options' in setupmenu. It pushes the 
death march triggering date back by 30 years instead of the usual 5 years.

Also, if the end event has already triggered, the progress speed of the Kohr-Ah 
fleets is reduced to zero. This way the cheat option helps even when loading a 
game which has been saved after the start of the death march. In this case, all 
the races will give their speeches about how the Kohr-Ah have won and will kill 
everybody, but the Kohr-Ah just sit tight and don't move anywhere :)
