Location Services are disabled upon every reboot/boot. The user must go into system preferences and re-enable location services each and every time.

Cannot reproduce this and have not seen this in any of my 100+ installations.

Possibly you disabled locations setvices during the primary configurations when creating the first user? This may be more a Big Sur than a patcher bug...
