Add group hustle option

There should be an option for several players to collaborate on the same hustle - with greater rewards and longer prison sentences if caught.

@Agadar here's more or less what I had in mind for an initial implementation:

• One player can start a group hustle (perhaps call it heist) with a command like /heist start
• There will be a timeout for other players to join, similar to how the Blackjack plugin works
  • Other players can join using a command such as /heist join
  • Other players can only join if they are not occupied with work or in jail
• After the timeout ends, the hustle is 'executed' and participants either get a sizeable reward or jail time

I think it would be good to somehow increase the odds of the hustle succeeding with more players joining, to encourage teamwork. Would be nice to have some form of randomized content, the hustle execution could mention some of the scenarios:

• "You robbed a bank and made it out safely with the loot"
• "You managed to scam an insurance company"
• "You broke in to CERN, stole their particle accelerator, and sold it to the highest bidder on the black market"
