Unverified notices should be visible to non-registered visitors #267

What problem does this feature address?

Even unverified notices are meant to help the public. The general public can't see them.

Steps / examples to see the issue

Open https://barter.vg/i/19669/ or https://barter.vg/i/85371/ (unverified notices) in an incognito tab. https://barter.vg/i/23964/ has a tag on the bundle, but the many unverified notices really drive the point home in my opinion.

Examples of similar features

Verified notices at present should appear to every site visitor.

If things go according to plan 🤞, then there should be very few unverified notices. Such notices could provide an early warning of problems to signed in users, but they come with the caveat that they may not be accurate or applicable. Normal users of the site should understand this, but random visitors may not, therefore unverified notices should not be shown to non signed in visitors. Verified notices will be visible to all users.
