If someone has 3 or more unresolved disputes, they are no longer able to create new offers. However, nothing stops using other accounts to send offers, even if those accounts are connected to the profile with 3 or more disputes.
Once profiles are connected, the disputes of one profile should apply to all of them. If the connected profile have 3 or more unresolved disputes, it should be the same as if those disputes occurred with 1 profile.
