Rebasing to Optimism Monorepo w/ Parallelized E2E Testing

Updated op-geth, op monorepo, and go-ethereum to most recent versions
- Integrated devnet support (i.e, devnet-allocs.sh) from OP Monorepo to support local construction of L1 node genesis resources
- Updated go.mod with recent version declarations
- Updated E2E tests to reflect updated constructs in op-e2e framework
Updated E2E tests to:
- Use event based wait patterns instead of time waiting
- Support parallel test execution (overall testing time is now < 60s versus 400s)
- Use in-memory alert routing configurations versus file ingestion
- Support random port allocations for mock servers and pessimism servers; critical for parallelized execution
