Concurrent Heuristic Execution

Changes proposed

Added support for concurrent heuristic execution using subscriber channel go routines that await EngineInput
Added a ENGINE_WORKER_COUNT env var that defines how many routines should be ran for heuristic processing
Updated tests and documentation
