【システム】funcにView Eventが欲しい #1406

概要

BcBaserHelper::header() やBcBaserHelper::footer()で概ね実装できるが、baserCMSの管理ページに必ず入れるというものではない。 共通的にviewに対して出力フックが行えるのはBcBaserHelper::func()にイベントがあるのが望ましいと思う。

@gondoh いいと思います。拡張性向上のため必要な箇所のイベントは増やして行きたいですね
