open-cgf should redirect CDFs to another (pre-configured) CGF before
terminating.

Done, added peer_cgf setting which can be "none" or an ipv4 address. None still 
sends
the redirection_request but does not include a recommended alternate.

I have no idea why you can't specify a port on the alternate CGF. Seems to be
(another) protocol oversight.
