The Debian set of tasks installs Riak's limits into /etc/security/limits.conf, squashing whatever might be in there. This PR changes that to use /etc/security/limits.d/riak.conf.

Have you confirmed this works on all supported versions of Debian? (Debian 7/8 & Ubuntu 12.04/14.04/16.04)
