Update docs and changelog, and bump version to 0.2.3 #69

This PR is for updates to documentation only, including README.md, CHANGELOG and metadata.json. This brings the docs in line with the performance tuning recently added in tuning.pp. I also updated to version 0.2.3 to push the version for the performance tuning changes. Please comment if this version change is out of line.
