Replace apt.basho.com package repositories for packagecloud ones #55

Cookbook fails on ubuntu 14.04 because old apt.basho.com repository doesn't include support for trusty.

No riak-cs-control pacakge exists on packagecloud.io so the changes to the control recipe still won't work.

Tested to verify failure - closing PR as this doesn't work.
