Updates rebar.config for newer tagged versions of riakc and ibrowse
Updates rebar.config.lock to remove need for re2 b/c of cqerl commit (based on this comment) and riakc/ibrowse updates

Diff looks nice and got successful build successful. Above all, removal of re2 from dep is file!
