This PR does two things:

Deprecates Fedora 15 for versions past 1.2. 1.3+ will use Fedora 17.
Adds previous and legacy version tags for the "upgrade" tests, letting us parameterize whether we're upgrading from current - 1 or current - 2.

If this is not merged right away, I will likely adjust the bubbles in the UI to reflect the new tag and add a commit for that.
