Need tool to rewrite MANIFEST without expiry fields [JIRA: RIAK-2669] #199

Create an emergency tool that will revert a MANIFEST to using file structure that excludes the 3 new expiry fields. This is to allow fallback from expiry enabled version to older version that does support the new structure.
