Process NET_TICKTIME_ARG in nodetool #180

The NET_TICKTIME_ARG from env.sh are not properly processed inside nodetool. Having a custom net_ticktime set in a e.g. cuttlefish config (via. erlang.distribution.net_ticktime) breaks the nodetool which displays its usage information.

This was fixed (in this way) by #170 and has since been merged to develop. Closing.
