Adding timeout parameters to riak library #76

This adds timeout parameters to the riak php client library. Please let me know if I need to change anything, but it would be great to see this merged

Hey @RyanGordon , sorry for taking so long to respond. We are about to release a 2.x rewrite that will support this feature. Let me know if this is sufficient, if not and you need this PR merged due to still using Riak 1.4, let me know.
