For Riak 3.0 we're currently having problems getting packaging for debian to work. We're continuing to work on this, but for now the only option is to build from source.
For Riak 2.9 and below @Bob-The-Marauder from tiot.jp who produce the packages may be able to assist.
Sorry for the late reply. Packages for Ubuntu Focal and Debian Buster are both available from https://files.tiot.jp/riak/kv/ and then choose your version and OS. At time of writing, the most recent packages are KV 2.9.7 and KV 3.0.1

And, excuse me, have you ant plans to make a repo, not only plain packages?

We are looking into this option at the moment but have not built it yet
