Add lint configuration for Python

@kirang89 Thank you very much! Brilliant! I made an addition: a test! For in my extreme hypocrisy, Forkability's own contributing.md is massively lacking in any guidance. I'll resolve that later today.

I also made a couple of small stylistic changes. Thanks for the pull request.

And congrats, forkability kirang89/bootstrapy --lang python gets no warnings and all passes!
