[Constructors] Not possible in static classes #6

Constructors in static classes should not be possible. For example

using java.lang;
using stab.lang;

package examples {

    [StaticClass]
    public final class StringUtil {

        public StringUtil() {
        }
    }
}

should have a compile error.
