I have the same problem too, the only way that you can have 2 or more wiimotes
is if you connect them whilst in game... keep up the good work

This is a known problem (see also
https://code.google.com/p/wiiflow/issues/detail?id=432). You can recompile r304
yourself using the latest libogc, which will solve the problem, or wait for the
next release.

The issue is known, but it's not a wiiflow issue. It has been solved in libogc,
and the next public release will not have this issue anymore. Expect a next
public release this weekend.
You can always compile a fresh wiiflow version yourself, by using the svn
version of libogc.
