Add a conda recipe based on the `gr_modtool` template #389

I created this recipe so that I could include a gnuradio-ieee802_11 package in radioconda following a user request. I'm submitting it upstream in case you find it useful so that users can build their own packages more easily or you can set up builds that run as a GitHub Action (see .conda/README.md for more information). The PR also includes a few incidental enhancements/bug fixes.
