New branch with less commits to merge for CSS PHY #5

Hi!

I rebased my commit history in a new branch and condensed the history into 3 commits. Basically, the CSS PHY Python implementation, the GR implementation (without synchronization), and the synchronization algorithm.

Tell me if there's anything else you'd like to be changed!
