added UI parameters and osmocom sink #12

To define default values via the UI, I added some to the encoder block. I also added the osmocom sink and "cleaned" the encoder flowgraph a bit.

great stuff, thanks for sharing! I just tested the changes to the encoder with the loopback flow graph. Works perfectly, except for the alternate frequencies and the radiotext. Do you have an idea?
