Bastion User Guide/Reference Manual #53

In this pull request, I add a reference manual for Bastion. Some things to keep in mind:

The manual is generated from overview.adoc at the moment using AsciiDoc.
Use mvn generate-resources to generate the manual into overview.html.
The reference manual will eventually have to go into the top-level /docs folder so that we can use GitHub pages to host it on the web.

This pull request is not yet ready for merging!
