Create Releases Draft

Following GitHub's (guide)[https://docs.github.com/en/repositories/releasing-projects-on-github/automatically-generated-release-notes#configuring-automatically-generated-release-notes], create a draft for making new releases.

Not a huge priority, but it would make making new releases a little easier.

The basic premise is to standardise the formatting of release notes, particularly including the following sections:

• A brief overview of the release
• New Features
• Changes
• Bug Fixes
• Removed Features
• Known Bugs
• Technical Changes
