new release (with python3 support)? #130

Hello, the last release of dicompyler is 0.4.2 which is 3.5 years old already, and in the meantime this project gained support for python 3.

would it be possible to release a new version so that downstream distribution (such as Debian, which is trying to remove python2) can pick it up?

A little busy now, but I really want to fix some performance issues before making a release. It's still possible to run this from source if necessary.
