Shutdown does not work on Anbernic RG503 (RK3566) #11862

Issue description

When I try to shutdown/halt the system by selecting Start -> Quit -> confirm, the display turns off but the system keeps running. The green status LED is still visible. I have to press the power button for a couple of seconds to fully turn off the device.

Select Start -> Quit -> confirm.

@dmanlfc I just updated from the v40 6/12 release to the current 8/11 release on the rg353v2. Only some buttons were registering. I plugged in a keyboard to remap the controls... R1,R2,R3 all do not register at all and surprisingly, the "f" button started working. I tried using the rg353v2dtb file from the 6/12 release and the controls wouldnt register at all. I backed out to the 6/12 release for now . Let me know if theres anything I can help with
