Set up Secret Manager as part of App Engine publish? #10

Dunno if it's part of the app engine batch, or if it's its own thing: but enabling Secret Manager and giving the App Engine service account Secret Viewer IAM access at the same time seems like a worthy thing to do somewhere.

gcloud.secrets.enableAppEngineAccess() already exists.
