set multicast rate from 24 down to 6 mbit/s #4

i deployed some nodes.. mcast rate 24000 is to high.. i changed that in /etc/config/wbm . can see that in a new firmware, but mcast rate is still at 24000

but btw: at leipzig central station and videostreaming via multicast i had to increase the multicast-rate back from 6 to 24.... and then, it was working very well..
