Can you link on the PR description the sources you used to define these formatting expressions?
From a quick search, I didn't find any mention of the state on the sources I checked.
I also haven't found examples with state, but the guide says to put additional geographic information under the street details, we can put state there or skip it entirely.

As far as I can see, the state is encoded as part of the postal code. Let's skip it from the formatting expression.
This PR adds formatting rules for France.
To create this formatting rules I've used this guide: https://www.renestance.com/blog/sending-a-letter-in-france/ Primarily focusing on this image: https://www.renestance.com/wp-content/uploads/2020/11/RNS-poste-blog-980x551.jpg.webp it contains a section for additional geographic information, I propose to put province there.
