Bugs with the local development environment #36

I, in my infinite wisdom, created a mess for the local env with requiring too many dependencies. This was the result of shitty or nonexistent planning.

Right now:

README is outdated
docker-compose file is broken
migrations and seeders do exist but they are not reliable

local env works way better now but I still need to update the README
