Convert German coordinates from 7°48'31.0"-like format to decimal #41

It seems that the German Wikivoyage does not use the decimal notation, see all of the "Malformed longitude" errors: http://wvpoi.batalex.ru/download/listings/wikivoyage-listings-de-latest.validation-report.html

We should convert such locations to decimal, so that locations are not rejected during validation, and so that German locations become usable.
