file upload progress bar doesn't seem to be working #274

When uploading a report, I see the percent status in the bottom-left hand corner of my browser, but the upload bar doesn't do anything.

it only sort of works if you decided to upload for like 10+ files. Also current test server, please limit up to 30 files for now. (we don't have that much space on the server.)
