Points make underlying map labels difficult to read

Steps to reproduce:

1. Select Washington state, all counties.
2. Look for Seattle (at any zoom level).

Expected behavior: Place names should still be legible!

Actual behavior:

some options:

• enable clustering at farther zoom levels (this doesn't seem that problematic at closer zoom levels, see screenshot)
• place map label on top of rep. points
