"Launch failed" during reconfigure when the multipass instance exists #1

The error message shows:

launch failed: instance "waasabi-live-waasabi-org" already exists

This is when trying to reconfigure/relaunch an existing instance which already has a multipass instance. We should check for existing instance first and ask if the user wants to recreate it or just run the existing server.
