Update Ruma and bump dependencies to Tokio 1.x #17

Apparently the Tokio 1.x upgrade path broke the current build (#16), and ruma-client released the 0.5 stable, so this PR should upgrade dependencies to get rid of any old tokio 0.2.x dependencies and bring back the client to a buildable state.
