Add a new card under available actions that allows an administrator to configure a support phone number, in place or - or in addition to - the existing email support card. For devices supporting telephony, have the card initiate a call (context permitting). For Wi-Fi only devices, it'd be non-interactive.

End users may not always have a configured email client on the managed device, and so this offers an additional avenue for support.
