Build RBD persistent cache plugin #18

Currently rwl_cache plugin is not included in ceph-libs discribution. It's required for https://docs.ceph.com/en/quincy/rbd/rbd-persistent-write-log-cache/ The current distribution already have read-only cache plugin, but does not support read-write cache for rbd.

Hi, the Github copy of this repo is just a public readonly mirror, I do not accept pull requests here.

I'll look into enabling this for the v18 release, which dropped a couple days ago, https://ceph.io/en/news/blog/2023/v18-2-0-reef-released.
