Maintain a doc of bazel flags we recommend #56

Many --incompatible flags fix bugs in Bazel, and all new users should have them turned on.

The SIG wants to change the defaults, but so long as these are set to an undesirable value, we can help users find better values.

I think we can close this now that https://docs.aspect.build/guides/bazelrc is based on Apache 2 code in aspect-build/bazel_lib
