About half of our CI time is spent on building buildozer from scratch.

Replaces the build_bins.sh script with a install_bins.sh, which installs a prebuilt buildozer binary via https://github.com/keith/buildifier-prebuilt (thanks for the suggestion @alexeagle!)
Updates Bazel version (5.2.0 -> 6.2.0) to be able to use bazel cquery --output=files

I think it's even simpler to use https://github.com/keith/buildifier-prebuilt - have you seen it?

Oh that's cool! Haven't seen it before. Will update to use it! :)
