Add test GH Actions workflow #71

Adds a test workflow that runs the build and export (same as in our deploy workflow).

In addition, it also ensures the prettier formatting, which previously was something that was up to the contributors.

CLOSES #70

This needs the pnpm bump from #79 in the test workflow before merging. (Away from keyboard for the weekend now).
