Ruff format the BCR tooling #2320

Step 1 of https://github.com/bazelbuild/bazel-central-registry/discussions/2317. This is ruff format --line-length 120 plus some manual line reflowing in the second commit.

This changes the indent to 4 spaces in all files and line length to 120 cols.

After this lands we can take the hash of the squashed and rebased commit and add it to .git-blame-ignore-revs
