Deprecate legacy configs & tests #924

Deleting legacy (configs not generated by rbe_autoconfig) toolchain configs & tests from the repo. Using the legacy configs will require pinning release 3.7.1 or older.

This is an effort of reducing the number of tests we run for each PR
