Toolchain 4.1.0 release doesn't have a version mapping for Bazel 4.1.0 #964

The _BAZEL_TO_CONFIG_SPEC_NAMES definition doesn't include it:

It ends up falling back to using docker to generate it, which I couldn't use on my environment.

Using Bazel 4.0.0 with this 4.1.0 toolchain just worked.
