os: add netbsd constraint value #32

I am just getting started on porting Bazel to NetBSD. This is perhaps a good start :)

Thanks for this submission, Benny. I'll review with stakeholders and get back to you. This looks non-controversial to be but we want to be extra-cautious to check that settings here scale well across projects and orgs.

Thanks for your patience! I reviewed this with core stakeholder and looks good.

We have a minor technical glitch with the merge process, but I don't think that affects this PR directly or you have to do anything to address that. I'll work on getting it properly merged.
