Added `bzl_srcs` targets which only contain `.bzl` files #110

This adds support for generating documentation for .bzl files which load these via stardoc.

Just to point it out: import/copybara seems to not be visible outside of Google. Hopefully that doesn't fail or I won't be able to determine why...
