Fixed the CI failure caused by a buildifier update

Hey Fabian, could you please rebase? The way this is set up for rules_cc I don't own the internal review created and I can't solve conflicts myself.

@oquenchil This apparently has already been merged as 66cf3048e9bd314fc1ad3ffeb65051e56dfa163a, hence the conflicts. I rebased it to include just the buildifier fix that became necessary between that merge and now.
