Create 0.0.6 release #181

0.0.5 was broken because of a license issue which was fixed in https://github.com/bazelbuild/rules_cc/commit/a43f67b72cdf57b7c67341d338c4d9621d16c735. Can someone create a 0.0.6 release so that we can update rules_cc in bazel to unblock https://github.com/bazelbuild/bazel/pull/16619
